Indonesia: Quarantine in Jakarta, how does it work?

The Indonesian government is extending the closure of its borders to all foreigners except holders of ITAS, ITAP and diplomatic visas, nationals traveling under specific bilateral agreements (Travel Corridor Arrangement / TCA) and certain categories of visit visas may access Indonesian territory. On arrival in Jakarta, a quarantine of 5 nights / 6 days is compulsory in hotel for foreigners and for Indonesians. Here are the practical details.

International flights only arrive in Jakarta. It is mandatory to do your quarantine in Jakarta to be able to continue your trip even if you are vaccinated.

Things to do before embarking for Jakarta

You are asked to present a negative PCR test of less than 72 hours before boarding, this is a prerequisite for boarding. Some companies require that the PCR test be translated into English, for this you can use the document.reverso.com application (easy to use). Now, the majority of laboratories in France send the results of the PCR test in French and English.
It is also requested to download the eHAC Indonesia application from the Indonesian Ministry of Health.
Your passport with the visa.

All about quarantine in Jakarta

Upon arrival in Jakarta, after PCR testing and documentation checks and immigration clearance, travelers must complete a 5-night quarantine in a government-referenced hotel.

The 5-night quarantine is mandatory for all foreign and Indonesian arrivals.
Quarantine can be done as a couple and as a family.
After passing through checks, immigration and collecting your luggage, you are directed to the exit where cars are waiting. Agents of hotels referenced by the government offer their services and prices.
You can book your hotel in advance (it is even recommended): someone from the hotel will meet you at the exit of the airport to take you directly to your destination. You will be photographed with the person in charge of taking you to your hotel. You will receive your passport which will be returned to the hotel reception. You will not be able to collect your passport until the end of your quarantine.

Two PCR tests will be performed during your quarantine in Indonesia

You will need to do two PCR tests during your quarantine: one on the day of your arrival and the second on the 5th day.

– if the results of both tests are negative: you will receive an official government document and your passport allowing you to leave the hotel.

– if one of the tests is positive: you will be taken to another hotel intended for positive cases. It is possible, and this is the case for some people, that a new PCR test will be performed the day after your arrival in order to confirm the result. If the PCR test is positive again, you will need to stay 14 days in the hotel. A negative PCR test is required to leave the hotel. It is carried out at the end of the 14 days. This is all at your expense.

Reminder: foreign tourists who do not have the types of visas mentioned above are not allowed to enter Indonesian territory.

What I need to go to Bali

A negative PCR test of less than 48 hours is requested or an antigen test of less than 24 hours for travelers who travel by air, land and sea. They are subject to change with little or no prior notice.

What I need to go to Java

For travel by plane or train between provinces, a non-reactive PCR test of less than 3 days is required or a rapid antigenic test of less than 48 hours.

For travel by bus or private car, it is recommended to have a rapid, non-reactive antigen test of less than 3 days.

Children under 5 years old are exempted from taking a test for internal movements.

Travelers within the city of JABODETABEK are exempt from taking a test. They are subject to change with little or no prior notice.

What I need to go to the other Indonesian islands

Get closer to your airline, mandatory PCR tests are required to travel to some towns in Kalimantan and in Papua.

As regulations change rapidly, you are advised to contact your airline.

What types of visas are allowed in Indonesia?

The categories of visit visas (kunjungan) authorizing exceptional entry into Indonesian territory defined in article 4 of the regulation of the Ministry of Law and Human Rights n ° 26/2020, are the visas valid for a only trip within the framework:

an urgent professional mission;
business discussions;
purchase of goods / products;
a competency test for a candidate for a position (foreign workforce);
a mission for medical or food assistance personnel;
a stopover for the crew of a transport aircraft in Indonesian territory.

Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government.

Passengers are expected to prepare a copy and original copy of the documents prior to arrival at the departure airport and present it upon check-in. Garuda Indonesia is not responsible for any lack or mistake on any of the required documents and has the right to cancel the flight of any passenger that does not meet the requirement.

  • Indonesian Citizens (WNI)
    All Indonesian Citizens are allowed to enter Indonesia
    Indonesian citizens who have a history of travel to India within 14 (fourteen) days, can only enter Indonesian territory through:
    a. Immigration Checkpoint Soekarno-Hatta International Airport – Jakarta, Tangerang (CGK)
    b. Immigration Checkpoint Juanda International Airport – Surabaya (SUB)
    c. Immigration Checkpoint Kualanamu International Airport -Medan (KNO)
    d. Immigration Checkpoint Sam Ratulangi International Airport – Manado (MDC)
  • Foreign Citizens (WNA)
    Foreign citizens from all foreign countries who will enter Indonesia, either directly or by transitting in foreign countries, are temporarily prohibited from entering Indonesia unless they meet one of the following criteria:
    – Referring to Regulation of Indonesian Ministry of Law and Human Rights Number 26 of 2020 regarding Visa and Stay extension Permit in Indonesia which are allowed to enter Indonesian territory (consists of Official Visa, Diplomatic Cisa, Visitor Visa, Temporary Stay Visa, Official Stay Permit, Diplomatic Stay Permit, Temporary Stay Permit (KITAS), Premanent Stay Permit (KITAP))
    – Referring to the Travel Corridor Agreement (TCA).
    – Obtained a special written consideration/permission from an Indonesian Ministry/Institution
    Attention:

Health Protocols for All International Flights Passengers Entering Indonesia:
All international travellers, both Indonesian and Foreign Citizens must comply with the following health protocols:

  1. Comply with the health protocols set by the Indonesian government
  2. Show a negative RT-PCR test result which sample taken in the country of origin within a maximum of 3 x 24 hours before departure
  3. Upon arrival, passenger must go through a RT-PCR retest and must undergo a centralized quarantine for 5 x 24 hours with this provisions:
    1. Indonesian Citizens (WNI) with these criteria: Indonesian Migrant Workers (PMI); students; or Government Officials returning from a duty trip; are required to undergo quarantine in Wisma Pademangan at the Indonesian government expense
    2. Indonesian Citizens outside the above criteria and Foreign Citizens (WNA) including foreign diplomats, outside the head of the foreign representative and the family of the head of the foreign representative are required to undergo quarantine at a quarantine accommodation that has received certification from the Indonesian government at their own expense
  4. Chief of foreign country representatives and their family who are assigned to Indonesia may carry out a self-quarantine at their private residence for 5 x 24 hours as specified in point number 3;
  5. In the event where RT-PCR retest upon arrival showed a positive result, medical treatments in hospital will be given to Indonesian citizens (WNI) at the Indonesian government expense and Foreign citizens (WNA) at their own expense;
  6. In the event where a Foreign Citizen (WNA) is unable to pay for their quarantine and/or medical treatment expenses, then the sponsor-ministry/institution/company that has given consideration/permission for the foreigner to entry the Indonesian territory may be held accountable;
  7. After a 5 x 24 hours quarantine, both Indonesian (WNI) & Foreign Citizens (WNA) must go through another RT-PCR retest.
    1. Negative results: the traveller may continue their journey and are recommended to continue a 14 days self-quarantine and keep following the health protocols
    2. Positive results: medical treatment at a hospital will be given to Indonesian Citizens at the Indonesian government expense and for Foreing Citizens at their own expense;

Above provisions are referring to COVID-19 Handling Acceleration Task Force Circular Letter Number 8 of 2021, and valid from February 9, 2021 until further notice.

Besides the above requirements, upon arrival at the destination airport, passengers are possible to go through additional health checks or to fill other forms/statement letters required by local authorities/local government.
